How can presidential canditates decide taxes,I thought Congress had control?

  2. Congress does. What you are hearing is the same bs promises from candidates. The president has to sign the bills for taxes, but can't just make them law.Bush had a hard time getting tax cuts and rebates through, so be grateful that he did convince the bills on tax cute to be passed by the senate and congress.If oba,ma winsLOL, watch it quickly turn around.

    The only official way is through veto power.  And that's not a final say, necessarily.

    The President does do a lot of favor asking and favor giving to Congress... you pass this bill and I won't veto that bill, etc.

  5. As most of the other respondents have indicated, Congress passes tax law and the president can approve or disapprove via veto.  Both houses of Congress have to override the veto in order for it to become law.

    As also indicated, it helps to have a congress of the identical party.  If Obama is elected and the Dems maintain control of both houses, rest assured that any tax increases he desires, they will pass.  They are l*****g their chops at the opportunity to soak any person or company they deem "too" rich or successful.  

  6. Because the president can veto a bill passed by congress that goes against his position. Additionally, nothing stops the president from proposing to congress a tax plan.
