(means México Distrito Federal) has over 8 million, BUT the city is bigger than the Federal District (D.F.), the metropolitan area includes many municipalities in Estado de México state, Morelos state and Hidalgo state (this means, FOUR states if we include D.F. as a "state"), the total population of Mexico city metropolitan area is over 20 million.

Beeing at the city you can't say where ends one "city" and begins another.
