I think it's asking if you think such a group (the jury) actually ever existed.

By 'form' or 'perform' they mean like, did they do their job, or more than their job? like instead of just going and voting all guilty, they looked at the evidence and went through every detail, like they were into it you know? Did they do what real jurors should have done or more? LOL D: I hope that helped.
