you cannot use debit card online , you can open paypal account , it take 2 mineutes , then buy paypal from your local place online , like you send money to their bank account and they will send you  

money through paypal , or you can get a prepaid credit card , you don't need any documents , go to google and type prepaid credit card , you will find many service , they charge around $10 - $25 for this.its a virtual card and you can use online.And before you buy on ebay , join this site - http://kickitback.url-go.com/ , you will get discount on ebay.I always use it when I shop on ebay.

it depends on the seller and what payment they take, check out there accepted payments they have listed for the item they are selling/
