  1. the upper layer of cells is called the palisade mesophyll, the lower layer is called spongy mesophyll.


  2. It is talking about the types of cells that are found in leaves and the orienation of said leaf is so you can use the words upper and lower.  

    The upper cells densely packed long and verticle while the lower are round spongy and loose
