I expected my eggs to be out this morning 10 hours after the 28 days?

It could take as long as 48 hours after you hear the pipping.

What kind of eggs are they?

It seems to me that they are Quail or similar,these will take up-to 30-days.

If they are Parakeet ie Cockatiels,take the day of hatching from the last egg laid.

To help hatching the humidity must be high so spray the eggs lightly with "Warm water"just a misting is enough.

With-out knowing what eggs they are it is difficult for anyone to answer.

Depends what kind of eggs they are - but normally, if you hear pecking inside the shell - expect at least 12-24 hours afterwards for the shell to actually to be pipped.  Once pipped, expect between 10-24 hours for the chick to actually hatch. (The time varies greatly depending on what kind of bird it is.. for my gouldian finches - merely 6-8 hours after pipping; for button quail - 10 to 12; for mallards/muscovies anywhere between 12-20.)
