You have to clear 1st year first to get admission in 2nd year from any approved/recognised institute.

From where you would gain the basic study offered in 1st year, even without this you will not be able to follow the 2nd year syllabus.

A student who failed in 1st year because he did not study hard, how can he pass in 2nd year where the syllabus gets more tough.

But if you insist then try Open university's distant learning progrmme like Indira Ghandhi National open University but I am not sure.

Other thing is to locate some unapproved private institute which offer direct 2nd year or 3rd year admission, but these will be of no value to get a good job.
