  1. Yes, you should have gotten it already.

If you have any outstanding debts such as student loans,

IRS outstanding payments or child support, you will not

receive it.   It goes directly to them.

You can call them also, and ask where it is, or what they applied it to.

  2. If your net from self employment was over the required $3000 and you meet the other requirements, then yes you should.  Enter the info from your return at  http://www.irs.gov/app/espc/ to see if you are eligible and for how much.

  3. There were two ways to qualify for the stimulus check.  Either you paid $1 or more in INCOME taxes and your AGI was low enough or you had $3000 or more of qualified income.

If you were paid on a 1099-Misc, you could qualify, but would need roughly $3300 of it (the $3000 test is after the deduction of the 1/2 SE tax).  And again, you would still be subject to the AGI test.

Keep in mind that if you had to pay taxes when you filed, your tax return is often among the very last ones processed and this can delay any refunds.  If you owed tax and did not pay it, the stimulus will be applied first to the debt.

  4. Yes, self employed income is qualified income. If 1099 is for interest or dividend, then it is not elibible.

The rebate payment is equal the amount of tax liability on the return (tax liability on the return Form 1040 line 46 or Form 1040A line 28) with a minimum amount of $300 and a maximum amount of $600 for individuals.
