Could mean anything.  It sounds unusual, but it might just be an excellent use of the communicative potential of the internet.  Proceed as you would under any other circumstances, just be aware that this is an unusual approach.

I'd be concerned about the Job if they are that desperate for people. Do some research about the company, you may be able to use this as a bargaining chip for a higher salary!
