  1. None of the above. You need to give the pigeon to a wildlife rehabilitator. It's illegal for you to keep it. If you don't know of a wildlife rehabilitator in your area, contact your local vet and they can put you in contact with one.

    I've raised a lot of baby pigeons using chicken mash or turkey mash put into a blender with enough water to make a somewhat liquid slurry if you don't have access to the stuff they mention on the webpage.  It's harder to tube the mash, but you can use a basting tube or some squeeze bottle.  If you have to cut the tip, make sure to flame smooth it before using it.

    Once the youngster already has feathers about 3/4 grown, he may even be able to feed himself somewhat. Put some small seed on the table - the roundness will help set off his pecking instinct. Big thing is water, he needs it in a cup or bowl at least an inch (2.54 cm) deep. Pigeons drink by suction.

    If you don't have time to tube him, you can even just hand feed him (his beak is large but soft and not any sort of a threat to anything at all.)

    Yes, adult pigeons feed a type of food called pigeon milk (however DO NOT feed the bird cow's milk or any other mammal milk. - it isn't the same thing and the bird has no lactase to digest the milk sugars and it will make him sick)

  3. Until you can get it to a Veterinarian [which needs to be asap]you need to keep it warm and hydrated. I would suggest wrapping it in a towel and syringe feeding it water, try not to handle it too much and keep it away from lots of noise where possible.
