I found a snake orange w/light yellow ring around the neck what kind and is it poisoness?

Here in the US, there's only one snake that could be. It's an Ringneck snake. Possibly a hypomelanistic (lacking the darker black/brown pigment) one if it's back is orange in addition to it's belly. Outside the US, im not sure. Does it look kinda like either of these (see links)? ... If that's what it is, then it's not poisonous.

definetly a ringneck snake not venomous but will bight theyre beautiful
