I found in our toilet bowl an item that looks exactly like a cd except only about the size of a saucer - can?

I also think it is a CD or DVD. Someone might have flushed it elsewhere in your neighborhood and it worked its way back to your toilet. Do you have any kids?

If it was in the bowl it's not part of your toilet.

It sounds like a game disk from a Nintendo Game Cube game.  Might have fallen out of someone's pocket when they were pulling up their baggy cargo pants. My grandkids loose or leave them all over my house, my van, etc..

If there is a part of the toilet that looks like that I have never seen it.  

There are cds that are even as small as an oreo cookie.  They are meant to play just like regular cds/dvds

Try cleaning it up and playing it on your computer, you never know
