You would be fined $25.  But I would absolutely refuse to transport them anymore if she is not going to properly restrain her child. At 2 years old that child needs to be in a 5 point harness car seat and is completely unsafe without one. Shame on her parent for not using one. But, even though its her mom's decision not to use one, who are you going to feel if the unthinkable happens and you guys are in a crash? That 2 year old would likely die unrestrained.

If you see her riding with someone else without the child unrestrained, I would turn her in. In most places it is child endangerment to consistently not use or incorreclty use a car seat.
