I get "page cannot be displayed" when i try to upload any image to any free image hosting sites please help

my conection is LAN, and ADSL 512kb, everything works great, but, i CAN'T upload anything to any site, image hosting, video hosting, my web page, nothing uploads from my PC. i was able to do that just few weeks, but now not.
