why are you asking in the Special Ed section? how come no one in your country seems to understand that special education is for individuals with mental and/or physical disabilities???

I don't think you understand what is meant by 'Special Education'.  Your question would be likely better answered if you went to the 'Higher Education' category instead.  This section is for kids (and adults) who have special needs due to disability or medical issue.
