I got a new bird, he's afraid to climb onto my arm, how do i get him out of his cage?

He's a blue fonted amazon, I've tried using a glove and wrapping a towel on my arm. He a biter and i don't know how to get him to stop biting. Maybe clipping his wings will help. OMG HELP ME!!!
