Doesn't sound like a new laptop but a used one.

If it's the BIOS password you can't do anything other than ask the person you bought it from for the password (assuming you can still contact them, those who sell stolen laptops tend to move around a lot and don't update their details).

Contacting the manufacturer with proof that you legitimately own the computer and paying them a bit of money will allow for the password to be reset.

If it's an OS password a simple reinstall will fix the problem.

If you got the laptop new, then it should be covered under a standard 1-yr manufacturer's warranty.  Call the company (e.g., HP, Dell, Toshiba, etc.) that made the computer.

Well take it back where you bought it from unless until its stolen then you have to reset BOIS password or bypass it by changing the connector.
