  1. In order to do the mission to recruit Mew, you must have completed the main storyline. Then, in the post-story, you must have rescued the missing explorer Scizor (the mission to Blizzard Island). After that point, you receive the Secret Rank. This allows you to do that mission. Be aware that you are not guaranteed to recruit Mew when you go on this mission, though the chances are high. It may require a few trips to recruit Mew.
