I got a traffic violation citation. Should I dispute it?

I live in So. California and got pulled over for what the peace officer claim to be a illegal right turn. I got to the end of a intersection light which was on red so I made a complete stop.

I wanted to make a right so I yield for any cars make sure there was no pedestrians and pursued to go right. The light was still on red but there was no posted signs indicating not to turn. The peace officer said I had ran a red light. Should I contest the citation? The citation is for over $ 300.00. ( Help.)
