If you did not actually apply for the job yourself, and the offer letter just arrived out of the blue (meaning you didn't know anything about it) then you are most probably being scammed and it would be better if you just ignored it.  These type of scams are known as "Advance fee" scams, where you have to send money for documents/visas/flight tickets etc.  You send the money and then never hear from the "company" again.
