I think this question relates to the insistence of the USA on the failed methods of 'Prohibition' being used to control recreational drugs. Many countries in Europe, and also others such as Australia, think this is making the situation worse and are looking for a thorough evaluation of the whole process. Most countries before the early 1970's treated drug abuse as a medical problem and tried to avoid using the criminal system. Now they are seriously considering some sort of licencing program in line with other recreational drugs such as alcohol. For reasons which are not completely clear, the Americans will not even consider this option but in the end, as in the 1930's, I think they will be driven to accept it.
