in cloth shops/electronics  an incentive is provided.u may consider this as one of the options.

1.  Try outsourcing

2. Start your own recruitment agency.  Take all the persons you want and send others to similar agencies involved in other activities who need people.  I have done the same.

1. give them performance incentives...once the project is completed ull give them a bonus as well. and if the project is completed before time then additional bonus....it worked for me...dont loose a client...

2. find another company u can outsource to

3. work with yr staff as its too time consuming to train someone for new project
