I got two tickets, but my insurance went down?

Within the last year, I received two moving violations (I live in CA) I was dreading my insurance bill, but I got it, and it actually went down both for my motorcycle and Jeep... How long does it take before the insurance company would get notified, and how long will it last?

One is a speeding 70mph in 65 .... (what a jerk)

The other is passing on the right shoulder. (On my motorcycle, it was an on-ramp, during rush hour in LA)

I'm 24... Had no tickets or accidents until this past year.
