In my opinion, any service that would take more than the required waiting time to serve its customer has a bad sense of customer service and relations.  

You have to consider many factors such as the restuarant, the services, the relationship between the customer and the restuarant, or in simpler terms, just look for a good place to eat via word of mouth, or an online/written assessment report.   Something like that.  If you want to be more spontaneous, hire a good friend to do the cooking!
