not all birds can talk even the best talking bird in the world has a possibility of not talking.but it should be whistling or mimicing something its not there nature not to whistle or sing.but it might take a while for it to get used to you and its surronding i just got another parakeet and i just stick my hands in her cage and i can tell she's gaining my trust if you gain your tiels trust it will soon get used to you and its surrondings and start whistling and singing --- good luck!

Male cockatiels are the only ones that whistle and talk. The females will make noise but the don't talk or whistle or sing. They more squawk.

I have had males that didn't make much noise either and it is true that once they get used to you they will make more.
