  1. I don't know much about how to fix ie. (I personally cannot stand internet exploder) You should check out firefox at mozilla.com (it's open source, so it's free to download) It's very user-friendly


  2. Go to Control Panel.  You'll have a link to change backgrounds, etc.  This happens when you have to reinstall IE.
