go through your cable company.  Its free.  Have them run a direct line to the new split.  This will ensure proper signal strength.

Generally speaking it is best to amplify the signal before splitting it.  This will give you the best quality signal.  One thing to be careful of is to make sure that the amplifier is a bi-directional amplifier other wise any two way cable service (i.e. internet, video on demand, pay per view, etc. ) will not work.
