I have 10-year Tourist visa. I would like to change it to Student visa by applying to local embassy in my country. I would like to know if they deny my student visa application, will I lose my 10-years tourist visa> Thanks

You may hold both visas, simultaneously, so your best approach is to simply apply for an F-1 student visa.  If everything else is in order, your B1/B2 tourist visa will not be at risk, regardless of whether the student visa is issued, and the fact that you already have the tourist visa will probably be a positive factor in the decision for the student visa.

    EDIT:  Length of visa validity is based on international reciprocity.  For example, the US grants visas to citizens of India  with a maximum of  ten years validity, while citizens of Saudi Arabia are granted visas with a maximum of 2 years validity.
