  1. they have prouducts that are fairly cheap, at like petco or petsmart and it cleans and purifys the water, just read the instructions and it will tell you what to do the product i use is called Amquel plus and it gets rid of chlorine, ammonia and other problems (the bottle is orange and white if you have trouble finding something like it in a store) and be sure you were feeding your fish crushed up flakesz9for tropical fish, guppies believe it or not are tropical) and you should also have a heater and they are fed twice a day

  2. Yeah, get water from river is the best, but most people don't have a river near their house. Thus, keep tap water in your room for more than six hours, so chlorines will be released while adjusting to room temperature.

I used "AquaClear" once, it said that it is used to remove chlorine, so i put 4 drops into my tank, waited for 5 minutes, and place my betta into the tank, it died. (I only need 2 drops for 2.5 gallons of water, i put 2 extra drops because it was too hard to put exact 2 drops).

The reason that your guppy turned black was because it was female and it was pregnant. (Her tail turned black right?), same happen to my guppy and it died in 2 days, it was because it was having difficulty release the fry, their v****a were not big enough, and died under stress. Once they release fry, their v****a will be stretch and then they should be fine, air pump is a must for guppy in order for them to live healthier and keep them active.

  3. Get some water from a lake or a spring or some purified water from a store.  You can also take water and let it sit for several days, particularly if you have a bubbler.

The tap water is killing your fish  because of the Chlorine that is put in the water to kill germs.  Chlorine, however, evaporates fairly quickly and if you leave the water sit in either a bubbler or with a large surface area compared to the amount of water for a coupla days the chlorine will evaporate.
