  1. Louisiana has a shortage of all types of engineers so the demand is pretty high and probably easier to get a job. Most who graduate move to Texas to make more money. Louisiana is ranked as one of the worse states in America to live in so I would try Texas first. If you do come to Louisiana I would go to the North around Shreveport or the very south from Lafayette on down. Nothing much in the middle. There are many adds in the paper for engineer jobs in Lafayette right now.

  2. You need to get licensed in the U.S. to be a civil engineer.  You need to go to the National Council of Examinations for Engineers and Surveyors (NCEES) to see what you need to do.

You will probably need to take a couple of courses at a U.S. university at the very least or get a Bachelors degree at a U.S. university in Civil Engineering.  They will review your academic credentials first and tell you want course of action you need to take.

Then you need to take the Fundamentals of Engineering exam and pass and apply for an Engineering in Training (EIT) license to work in a Civil Engineering position.  After 4 years of working in a Civil Engineering position under the supervision of a license Professional Engineer, you can apply for your professional Civil Engineering license and take the Professional Engineering (PE) exam.

Unfortunately, because of the economic slowdown and recession, the demand in the U.S. for civil engineers is not that great now since no one is building anything and nobody, even the government, has the money to build anything or repair infrastructure.  Pretty much if no one is building anything then civil engineers can't design anything.

I know in Florida the job market for civil engineers is bleak, the majority of the companies in Florida are laying off civil engineers or are not hiring.
