Anyone working on those ratings is intimately familiar with the regulations governing qualifications for ratings.  A person so involved knows that all applicable flight time is part of your overall time toward the Commercial Certificate, and that instrument time toward the rating accrues regardless of the aircraft type or category.

    The regs are only concerned with the total time accrued, not necessarily the amount spent in training towards a particular rating or license.  So your private, instrument and whatever else training DO count toward your commercial.
