  1. When you say you're leaving school does that mean that you're graduating?  If you are, you should be free to do whatever you want, if you're an independent adult.  Since you're capable of going out into the world and getting a proper job go ahead and do it and then you can go to college or a training center or whatever you want.

If you're not able to live on your own you will need to work with your foster parents - you should have a social worker assigned to your case.  Ask him/her for help.

  2. Why are you not allowed to do the exams?

If you want to go to college - go. Tell your foster parents you want to try and tell them that you will go from now until the end of December. Your report card at that point will decide if you should continue or not. If you pass you continue if you fail you will stop.

If you want a job due the same scenario. Ask them to give you until the end of December to find a job on your own. If you haven't been able to find a job at that point you will go to a training Center in January

If you are 18, move out, get a job and get on with your life.

If you are unable to live on your own work things out with them. Have a social worker intervene on your behalf if need be.
