check the vacuum hoses and their connections and make sure that they are tight fitting.   The hoses get hard and crack on the ends.  So nip it back a bit and refit it. Sounds like it is sucking air instead of fuel.

Does the engine have a carburetor? If so, from what it sounds like, the float is out of adjustment, dumping too much fuel and as a result flooding the engine with fuel. If it is the case, the carburetor would have to be disassembled to get it fixed, possibly rebuilt. Remember it is not gasoline itself that burns but the fumes.
