I have a 1974 aquarius sail boat the keel wont come down whats up?

Is the cable winch frozen?  Do you have any up travel with the winch?  Have you been over the side with goggles to look?  Is it in salt water?  It does not take very many barnacles to lock even hundreds of pounds of swing keel in the up position.  On the trailer of course, it will not come down.
