  1. Really all shady tree mechanics need a fuel pressure gauge.  it could answer your question in seconds.  You question read funny.  The relays are usually in a black box on the drivers side close to the battery.  Once you get the box open it usually says what relay in there do what.  No its not a direct system a relay is involved as with all cars.

  2. you know how to by pass a relay ha,, then you could check if you have two power on wire terminal,,the other goes to pump and the other goes to pcm,,all in all 4 wires ,,

since you already know were the power and pump load, the other two is a power and pcm switch ground,,

turn on the key ,,you have only 5 second to check for the pcm ground ,have some body turn on the switch for you,,try again to make sure,,if no ground signal then might be pcm

note ,,if you don't have 2 power ,,check pcm relay

  3. well one mistake you are making is there is an alarm system on your car .. the PATS. your key is chipped and the pats module reads it and allows the car to start... not sure on that year if it cuts fuel or crank signal... try a key if you have another one... if not you would need to get one programmed.. next you say the relays work but the pump does not run.. how do you know the relay works? just cause it clicks doesn't mean it is making contact.. if you jump the contacts where the relay is and it runs either the relay is bad or what ever triggering the relay is bad...
