Hate to point out the obvious, but it is somehow jammed.  Could be debris (rocks, wood pieces), a build up of mineral depoits (salt, rust) or the pivot bolt is rusted to the keel or support frame.  You need to determine what is making the keel defy gravity, and remember, gravity is on your side.  Give it a whack or two.
