This should not be a problem 3hp is not great, and the weight of the engine should not be a strain on the transom.

it should work but if you snap the engine mounting through the pressure of the prop then it doesn't

great thing about RIBs is, the transom cones. they will allow you to support heavier engines than a standard boat of the same size. however, in this case, 3hp is negligable and the weight will be insignificant. i run a 75hpon my 18foot rib, which i designed and built myself, and it designed to take 120hp, another one was built at the same time, and he has a 200hp suzuki on that, and last i saw i, it was still running fine.

No problem at all as the difference is so small, if you put 60h.p. on there the transom would probably overtake the rest of the boat. The truth is that no outboard motor ever turns out the power it has written on the side any way.
