I have a 3 foot pine tree. Half of the branches are dead. Should I cut them off or leave them?

Which half?  If it is the main shot and top branches then you might as well cut the whole thing down.  If bottom then yes you can cut them back this winter. If you cut now, the sap will run pulling from the main.   Find out why they died.

no they are not they just dried to give rise to new leaflets and if u want remove them as it makes the tree to grow faster  but after cutting apply some cow dung to the edges so it may not get affected it is the common method done by farmers
