I have a 4 months old Conure?

His cage is on the side of the kitchen. When I mop the floors with a wet swiffer do I need to remove him from the area?

no that is not strgon unless you use something very strong and it smells they are ok. but if you spray bug spray around he needs to be moved.

I personally wouldn't have my parrot in the kitchen to begin with.  Too many cleaning supplies, and fumes from the stove or oven.  If you don't have anywhere else for the cage then yes, I'd move him out of the room while you clean.
