  1. there are mixture screws on the carbs . set you idele back, and turn the screws in till it smooths out or out til it smooths out. You should be idleing at 650- 700 rpms no chugging. if it is to lean on the idle mix screws it will chugg. good luck.

Now there is one othe thing. if you get it to run righ on the muffs, but when you put it in the water it dies. bad news time to ring it.

  2. most likely the in-line fuel BULB has a pinhole leak causing it to loose pressure

  3. When was the last time it had a tune-up?? How long did you let it sit? If I was trouble shooting it I'd first have a look at the Fuel your using & insure proper mixture lv's as well as age of Fuel. (If the gas you are using is more that 4-6months old it could easily be the cause)  It is also possible the Timing is off, but before you bother with that Check to make sure all the cylinders are getting "fire" (Spark to the plugs) this can be done with a Fire Gauge. or you can disconnect the leads from the plugs & using something insulated or rubber gloves press the boot near a plug or ground & you should be able to see a spark jump & most likely hear the "tic tic tic"
