  1. The power steering pump provides fluid pressure for the fan. Any time the engine is running the fan should be turning. The fan speed is controlled by a duty solenoid on the powersteering pump. Are there any unusual noises coming from the powersteering pump area. is there fluid in the powersteering fluid resevoir? is fluid level is correct and fan is not turning at all its going to be either a bad hydraulic fan motor or defective powersteering pump

  2. It typically doesn't turn on unless the temperature exceeds a certain temperature.

I'm assuming by fluid, you're talking about the coolant? If you have a leak, and the temperature sensor is not reading properly, then the fan's won't turn on because it's the temperature sensor that helps tell the computer to turn on the fan.

I'd look for a leak first and attempt to fix any reason you could be losing fluid. A lack of fluid will prevent the fans from turning on.

if the fan is not working at all when the engine gets hot, have the fan relay tested first. This is the most typical component to fail.
