I have a GE Phone 28021EE1-A and the handset reads "handset requires registration". The phone is not working

the hand set is not seeing the base unit.

I am not sure about the GE brand, but most handsets need to be registered to the base.  Look on the side or bottom of the base unit and see if there is a place you can push the bottom of the handset onto (not the place where the handset charges, it will be in a different location). This will briefly connect the handset and base electronically.  This tells the base unit that the handset belongs with the system.
