I have a Kodac V570

I have a Kodac V570 digital camera. For some reason the lens cover does not open when the camera is cut on. I have replaced the battery(which probably did not need replacing)I'm looking for someone who knows what would cause this and what it would cost to fix it. Thanks for any help you can offer. Fred
