It identifies you as a tribal member with rights to any and all services that the tribe or the Feds. have to offer. Govt. sometimes grants special loans, or health services or other goods to recognized tribes. You need to check into what your people are doing for the tribe.

Depends on what you intend to use it for. If your trying to get enrolled, then maybe you need to contact the tribe directly to see what their enrollment requirements are. But for personal purposes, no one should ever question your indian-ness because you got proof.
