  1. The sheep are too dumb to learn anything more complicated. It was a "mantra"

A chant to make them think humans are evil.

Birds - The primary motto of Animalism is "Four legs good, two legs bad". The birds argued with this saying since it seems to exclude birds, which have two legs and two wings. Squealer set them at ease by explaining, "A bird's wing, comrades, is an organ of propulsion and not of manipulation. It should therefore be regarded as a leg. The distinguishing mark of man is the hand, the instrument with which he does all his mischief.

  2. The sheep tend to repeat phrases, like baaaaaa.. Training the sheep to repeat "Four legs good, two legs bad" helps with his reign against humans. Because the sheep burst into rousing choruses of that slogan, it will get implemented into the other animals' minds, and turn them all against humans.

  3. “Four legs good, two legs bad” This was their initial slogan against men. Men walk on 2 legs and animals on 4. So they tried to convince the animals that 2 legged animals (men) are not good and 4 legged ones are.

However, later on when Napolean becomes a dictator. They teach the sheep "4 legs good, 2 legs better." Thats because the pigs then start to walk on 2 legs as a sign of seniority and authority.

  4. Propaganda.  Individuals often believe something if they see/hear/read it enough times.  Brainwashing.

  5. They sheep are too dumb to learn anything else, but that sums up the animals view on life. He also taught the sheep to say it when the animals try to protest. The sheep break it up by chanting the line over and over again till nothing can be heard.

  6. For the same reason the Bush administration keeps the media repeating, "we are in danger of a terrorist attack."

If it is heard often enough, it becomes truth, and no one thinks to question it. It becomes a law.
