I have a aiptek camcorder i am wondering how i can add effects to the video clips?

such as animation or a cartoon image to it. i have windows movie maker and it doesn't seem to have anything like that.

Windows Movie Maker is extremely basic. You need something like Adobe After effects to add any video effects or motion graphics to video footage. Jahshaka is a free open source alternative to After effects. It's won't have the full range of features that a professional program like After Effects will have, but it's better than nothing.
