I have a blood bubble coming out of the top part of my belly button piercing what is it?

A keloid. Your piercing could be rejecting. To decrease the size of the keloid keep cleaning with a sea salt solution and tea tree oil.

It's probably just a blood blister if you recently had it peirced. Sometimes you can see them. They are caused from the skin being pinched very hard. Don't worry about it unless it is causing you dicomfort. If you have had your piercing for a while then i can't think of what it could be and i would probably get it checked out just to be safe. But if it isn't infected or irritated in any way i would just leave it alone for a week or so. if it doesn't go away by then get it checked up on for sure.
