falling off and the branches are turning brown. My gardener says that it is okay but instead of having a beautiful blue spruce i have a tall brown and wissened looking tree. He trimmed the branches but it isnt getting any better

It could well be all the rain that we've had this summer. Plants in clay soil easily get water logged when we have so much rain.

It appears that your tree is suffering from some sort of scorch or a virus. Has it been hit by lightning or a bonfire too close?

All trees even evergreen ones shed their needles all year round. See what happens next year and call in a tree surgeon if it still looks unhealthy.
