I have a brother age 12 and I would like to file for him because neither parents are citizens but I am. Help?

Half Brother is age 12 and living in Jamaica. Both parents are green card holders. I am a citizen and would like to know what the necessary steps are. Please advise, he does have a passport. I wanted to know if I can file for him.

  3. You won't be able to file a petition for your brother until you are 21. Plus, if you did file a petition for your brother, it woud fall into the F4 family preference category and woud take about 11 years before it became valid for use. It would actually be much faster for your parents to file a petition for him now. That would take about 5 years, but, if your parents become American citizens, his petition would change and could be used to come to the US immediately. Plus, if he was under 18, he'd be eligible for US citizenship as well.
