does anybody know why my flash is delayed, I have brand new batteries in it, and they are rechargable batteries

First review the owners manual the camera came with. If this is unavailable go to the canon.com web site and search for your answer. There also should be an area on the camera funtions menu and here you will highlight the flash icon and you should be able to adjust or even shut down the flash delay. Some digi's have an automatic delay set as a default and will automatically delay the flash depending on the light situation. The poorer the light the longer the delay.  It's not your batteries. Hope this helps.
